INDOTRENDS.ID - Former Chairman of the Palestinian Legislative Council, Aziz Dweik was finally released by Israeli colonialists after being arbitrarily detained eight months ago. He was dropped off by Israeli security forces at a military checkpoint in the occupied West Bank city of Hebron on Thursday, June 13, 2024.

Aziz Dweik (77) was arrested on October 17, 2023 and held under military detention for six months, which was later extended by the Israeli authorities. Israel holds detainees under administrative detention on the grounds of "security threat" without charge for a period of six months, which may later be extended.

Aziz Dweik is being held in a prison in the Negev desert, where the Palestinian Prisoners' Club accuses authorities of medical negligence. He was reported to be suffering from anemia and hemoglobin deficiency due to diabetes in December 2023.

Previously, he had also undergone two catheterization operations and kidney stone fragmentation.

"Aziz Dweik did not receive proper medical treatment, and his family was denied the right to visit him and check his health condition," said the eyewitness, quoted Mind-Rakyat.com from Middle East Eye.

Occupying Israel has detained thousands of Palestinians from the occupied West Bank since the genocide in Gaza began on October 7, 2023, many of whom remain in administrative detention.

Images shared on social media of the released Aziz Dweik show him looking much thinner than before his arrest.

The 77-year-old was elected chairman of the Palestinian Legislative Council in 2006. The body, which has a majority of Hamas members, has not been seated since 2007, and effectively ceased functioning following the split between Fatah and Hamas that year.

Armistice Resolution

The United Nations Security Council (UNSC) passed a ceasefire resolution in Gaza, Palestine, proposed by the United States (US). The resolution is claimed to be aimed at ending the Israeli genocide in Gaza which has been going on for eight months.

The vote on the US-sponsored resolution was held on Monday 10 June 2024. The result was 14-0 with Russia abstaining.

The resolution welcomed the three-phase ceasefire proposal announced by US President Joe Biden last month. He called for an initial six-week ceasefire and an exchange of some Israeli prisoners held in Gaza for Palestinian prisoners held in Israeli prisons.

The second phase would include a permanent ceasefire and the release of remaining prisoners. Meanwhile, the third phase will involve reconstruction efforts for the destroyed Gaza Strip.

The US said that Israeli occupation had accepted the proposal, although some Israeli officials have since vowed to continue the genocide until Hamas is wiped out.

The resolution called on Hamas, which initially said it viewed the proposal "positively", to accept the three-phase plan. This resolution also urges colonial Israel and Hamas to fully implement its terms without delay and without reservation.

Welcomed by Hamas and Israel?

Hamas quickly welcomed the resolution on Monday 10 June 2024. In a statement after the vote, Hamas stated that it was ready to cooperate with mediators and enter indirect negotiations regarding the implementation of the principles of the agreement.

Al Jazeera's Gabriel Elizondo reporting from UN headquarters in New York said that the UNSC passed a very large number of resolutions that were binding in international law.

"The big question moving forward is whether it is enforced and implemented," he said.

"The US has said very clearly that Israel has agreed to this. So that puts quite a lot of pressure on Israel to comply with this," Gabriel Elizondo added.

US Deputy Ambassador Robert Wood said that his country wanted to ensure all 15 UNSC members were on board to support what was described as "the best and most realistic opportunity to bring at least a temporary end to this war".

Israeli Prime Minister Benjamin Netanyahu previously said that Joe Biden had only presented part of the proposal. He also insisted that any talk of a permanent ceasefire before dismantling Hamas' military and government capabilities was a non-starter.

Hamas has often said that any deal must lead to a permanent ceasefire, a full Israeli withdrawal from the Gaza Strip, an end to the Israeli siege of Gaza, reconstruction and a "serious exchange agreement" between prisoners in Gaza and Palestinians held in Israeli prisons. .

The UNSC adopted a resolution on March 25, 2024 demanding a humanitarian ceasefire in Gaza during the holy month of Ramadan, which ends April 9, with the US abstaining. However, there was no cessation of attacks.

Three Phase Plan

Joe Biden's announcement of the new ceasefire proposal said it would start with a six-week ceasefire and the release of prisoners held in Gaza in exchange for Palestinian prisoners. Then, the withdrawal of occupying Israeli troops from populated areas in Gaza and the return of Palestinian civilians to all areas in the region.

The resolution goes into detail about the proposal and explains that "if negotiations take more than six weeks for phase one, the ceasefire will still continue as long as negotiations continue".

The first phase also requires the safe distribution of humanitarian aid "on a large scale throughout the Gaza Strip". According to Joe Biden, that would lead to 600 trucks with aid entering Gaza every day.

In the second phase, the resolution said that with the agreement of Israel the occupiers and Hamas ended hostilities permanently, in exchange for the release of all other hostages still in Gaza, and the complete withdrawal of Israeli troops from Gaza.

The third phase will launch a major multi-year reconstruction plan for Gaza and the return of the remains of hostages who died still in Gaza to their families.

"This resolution reaffirms the UNSC's unwavering commitment to achieving the vision of a negotiated two-state solution in which two democratic states, Israel and Palestine, live side by side in peace within secure and recognized borders," said the resolution.

"It also emphasizes the importance of uniting the Gaza Strip with the West Bank under the Palestinian Authority, something that Netanyahu's right-wing government has not agreed to," he added.

The former director of the Israeli Ministry of Foreign Affairs, Alon Liel, said that the Israeli government was "surprised" by the resolution.

"The resolution provides new content for Blinken's visit here. I think there will be a very busy morning discussing it tomorrow," he said.

"Israel does not stand behind its own proposal and certainly not the draft proposal put forward by America. Our ambassador tried in the last 48 hours to change the text and was unable to do so. So Israel clearly does not like this resolution. If Israel openly rejects it, the pressure will be on growing internationally," added Alon Liel, quoted from Al Jazeera.
